Generally, the problem could be simple to fix. It is possible that the latch is out of position or loose.
Find a good workshop the ONLY...

I dunno about putting another seat belt in.
But, with children, the driver is principal for making sure they wear a seat belt. With adults they are responsible for themselves. Kids under 10...
